The Trinity College Council was established in 1968 by President Theodore Lockwood in an effort to make campus government more democratic by creating a body that would be able to review campus policies before they impacted the larger community.

The Trinity College Council, or TCC, was originally a 12-person advisory body to the president (though it grew to 22 people in 1970 and dropped to eight people in 1972). The Council reviewed issues such as financial aid, college rules, and building proposals. The original membership included four students, four administrators, and four faculty, though at times members included more administrators or faculty, as well as a staff member, parent, or alumni.

By 1972, interest and participation in the Council faded and the organization changed to stand-by status. It was completely phased out in following years, replaced by newer forms of student government.
